Trooper Wesley Brown, 24, was shot while working off duty as a security guard at an Applebee's in Forestville. Brown, who wore a jacket that identified him as an officer, was talking on a phone in the parking lot at the time.

Covered in blood, Brown made it back inside the restaurant and passed out. Brown was wearing a vest, but it did not stop the bullet from entering Brown's upper body and hitting his heart. He died at a hospital.

On Saturday night, police interviewed a person of interest who was seen on surveillance video leaving the Applebee's after a dispute over an unpaid bill. Numerous tips led to the identification of the man.

Trooper Brown had served with the Maryland State Police for three years and was assigned to the Forestville Barracks. He is survived by his fiancee.
