Some time ago, almost a year
now, we noticed one of our Police Special Patch Members, Phil
Nelson was not responding to our e-mails. Then one day we
learned of some terrible news from

that on 6/19/2006
A Delaware
Department of Transportation employee
Phillip Nelson
was killed after an
accident on Route 896 in Middletown Sunday afternoon. The
Delaware State Police say the driver of a Dodge Neon drifted
onto the shoulder and struck two DelDOT employees who were
standing next to their parked trucks.
42 year old Phillip Nelson of Smyrna was killed. The other
DelDOT worker, Matthew Gardner of Elsmere, was flown to
Christiana Hospital, where he was in critical but stable
condition.
The police say the driver of the Neon had his window down, and
an insect flew into his face. That caused him to brush at it and
inadvertently pull the steering wheel to the right. The driver
was identified as 24-year-old Dalton Milbourne of Manheim, Pa.
Police say alcohol and speed are not believed to be factors in
the crash.
Phil loved to collect and swap police patches, Philadelphia,
Pennsylvania - Delaware.
